Itar-Tass news agency quoted Sergeyev as telling
military commanders at a major meeting reviewing
1999 and looking ahead to 2000 that the United
States and NATO were the main culprits in making
this year "extremely unstable".

"The minister declared that the United States is intent on 'weakening Russia'
