I am on another cable network where I regularly have a download speed of around 750kbps. Testing your RR network i get:

Loaded 1858812 bytes in 137.91 seconds.
Your throughput is:
108 Kb/s (kiloBITS per second)
13 KB/s (kiloBYTES per second)

Not so rosy (but still beats DSL on price/performance

I am in California, ATHM not RR, and I got:

1156 KBits/sec
145 KBytes/sec

I guess it varies a lot.
