So why hasn't COMS really jumped since they announced unlocking this value.

Because nowadays Wall Street is highly irrational in the short to intermediate term. Look at valuations all around, and you wouldn't be asking this question. One little example: earlier this year, Qualcomm was selling at a 15 forward earnings p/e ratio. Now its forward p/e ratio is approaching 100. NOTHING has changed fundamentally. Just three intervening quarters of earnings that simply confirmed what everyone that had done rudimentary due diligence already knew.
