The market for this technology is much larger than either of these companies can support. All the large battery manufacturers are working on it, but ULBI and VLNC will get there first (if they can actually mass-manufacture it). If their shipping product is good quality and has no problems, they will both sell everything they can manufacture.

In the case of VLNC, this will mean revenues from a real product (not R&D funding from partners) for the first time. For ULBI, a huge new revenue stream to complement and maybe overtake their other business.

I would bet more on ULBI because they already have a reasonably successful business, and revenues to get them through a potentially tough period bringing up their new factory. Plus, they have distribution set up and have experience with such concepts as sales and customers. VLNC is running on a pile of cash they've had for a long time, but if they burn it up with another failed launch, they are in big trouble.
