You have to read all the words if you want to understand what's going on. They're not selling a Diamond mine, because nobody knows if they have one yet.

What they're selling to Winspear is a small 10 tons per hour plant suitable for processing bulk samples, that they feel they don't need any more.

Edit
The plant will be disassembled and removed from Lupin to be rebuilt at Snap Lake. Machinery is what has been sold, that's all.
