Hi Curtis. Thanks for the reply. I agree that the baby bells should have competition. After all, Russia showed us that the absence of a competitive environment over many years led to the lack of advancement and improvement in almost all things.

I take a more distant view of the competition. The competitive threat to the DSL rollout by the baby bells is not so much the DSL competitors like Covad but rather the cable companies. I do not think it would be fair to give Covad and competitors access to local lines practically for free if they are not responsible for sharing in the cost of building out and maintaining the local loop.
