That's actually a very intriguing question and definitely worth getting some insight into. I understand that PC penetration in South America in general is very high. As a result the existing ISPs have already seeded the market, so to speak, building a culture of web connectivity. Having said that, it would be interesting to know what barriers to entry they can erect to prevent new entrants, and what other powers they can weild to protect their turf.

Anybody have any insights?
