Belgian Operating Certificate

The Belgian Civil Aviation Authority (BCAA) reissued the operating certificate on 29th October.
Brussels, 12/11/99.

Virgin Express is very surprised at the notification of the possible suspension of our AOC which clearly is taken very seriously but we believe has been based on a misunderstanding. We have successfully applied for and have been reissued with a new AOC within the past two weeks. This confirms that Virgin Express has reapplied for the AOC, that the company went through a stringent reapproval process and that, subsequently, the Belgian Civil Aviation Authority (BCAA) reissued the operating certificate on 29th October.

We have in the meantime contacted the Ministry of Transport as well as the BCAA in order to straighten out this apparent misunderstanding.

At no time has there been a problem about safety and the BCAA has never questioned our safety. The maintenance of our fleet has always been and continues to be taken care of by Sabena Technics to their internationally renowned standards.

The BCAA has however in the past expressed concern about the continuity of our senior management. At the request of the BCAA we have put an approved structure in place which has been confirmed by the BCAA in August. In the meantime there has been no change to the post holding positions, however, to strengthen the senior management team, two new appointments were recently announced: Mr. David Hoare as executive chairman of Virgin Express Holdings plc and Mr.John Osborne as managing director of Virgin Express sa/nv. Mr. Osborne has relocated to Belgium with his family, after 6 very successful years as the top executive of GB Airways. His immediate task is to enhance the long term stability of the company and ensure its future growth offering low fares around Europe.

Virgin Express has also brought in a number of consultants to address specific issues to assist the management team in place with respect to improving performances and strategic long term operational planning.

Virgin Express is confident that it is taking the necessary steps to meet with and inform the authorities in an endeavor to clarify this misunderstanding.
