dttab, a few weeks ago, the ECN ISLD began executing trades "pre-market" and "post market". I think it starts at 8:00 and ends at 6:00PM.

With Watley, this is simply entering your order with ISLD as the preference. You could probably call your broker to do the same using ISLD.

Be careful though, the spreads are usually quite wide, and there are not many trades ie. you normally pay a premium when buying, and don't get full value when selling.
