Yes. Bush will, according to his words, consider for promotion or appointment only homosexuals who keep their homosexuality a secret.

The traditional rationale for employment discrimination based on what someone did between the sheets in their bedroom was that the fear of exposure would make a homosexual individual vulnerable to blackmail.

Of course if a threat of exposure isn't a threat of harm, the "pragmatic" rationale disappears.

The employer who creates the fear of harm, creates the vulnerability.

So it's hard not to conclude that the promised discrimination would seem to have lost a rationale based on anything except a hatred of homosexuals, probably not by Dubya himself, but more likely by a target constituency of his.

I wanted only to call this situation to the attention of the thread. I have no more to say on the matter.
