Actually, they did swear some in as U.S. Marshalls. I can find the reference if you need it, but not now. But I agree, a) the feds didn't give them much authority, b) the Rangers were not happy with what went on, and c) Johnson and the Rangers are the ones who finally, after 6 years, started this thing coming out in the open. If there are good guys, the Rangers rank high on that list. But still, there were probably some good prison guards assigned to the concentration camps, but they didn't refuse to participate either.
