You are talking about the military and militarily attached personnel. In a major sense, they are not considered "just" government employees. They are, either volunteers for, possibly, dangerous duty, or they are drafted, against their will. The Navy is, virtually, all volunteer. I am talking about the bureaucratic workers, and political appointees, and a large number of elected officials. They are guilty of so much waste, graft, and corruption, most of them should be jailed. Also, I do not hypthesize. I have lived long enough as an adult to have witnessed these things with my own eyes. You can not say the same.
