11/18/99 - TEKTRONIX: Tektronix signs agreement with Compaq to provide network monitoring, fraud management solns
NOV 18, 1999, M2 Communications - BEAVERTON, Ore -- Tektronix, Inc. (NYSE:TEK ) announced today the signing of a teaming agreement with Compaq Computer Corporation (NYSE:CPQ ) to offer a complete network monitoring solution designed for the emerging operator market, which includes competitive local exchange carriers (CLECs) and wireless service providers. Tektronix' Net-C solution feeds Signaling System 7 (SS7) network information into Compaq's Fraud Management System (CFMS). Together, they provide an easy-to-use, cost-effective, real-time fraud management network tool. The Tektronix/Compaq agreement was prompted by a successful joint fraud management project between Compaq and Tektronix at wireless operator RadioMobil in the Czech Republic.
"Merging Tektronix' Net-C solution with Compaq's Fraud Management System allows both companies to provide customers with a comprehensive, cost-reducing network management system," said Scott Bausback, vice president, Communications Business Unit for Tektronix' Measurement Business Division. "Fraudulent network use is rapidly increasing, and this combined product offering allows operators to detect and block cases of fraud immediately."
Partnership Provides Solution for Emerging Operators
The emerging operator market has surfaced as a result of the 1996 Telecommunications Act, promoting deregulation in the LEC areas. Small operators, such as CLECs, and wireless service providers planning for growth, have expressed a desire for network monitoring and fraud management solutions. Regions with the most promise for growth in this marketplace are those installing new infrastructures, primarily in Latin America and Eastern Europe. The Net-C system monitors the SS7 network links and obtains map detail records (MDRs), which subsequently are compared to customer profile information, obtained from Compaq, to determine fraudulent use. When a case of fraud is detected, Net-C sends an alarm to Compaq's FMS, which in turn alerts the operator.
"Fraud is a major concern for wireless service providers," said Sultan Zia, Compaq vice president for Communications Industry Solutions. "Coupling our fraud management system with Tektronix' Net-C solution gives us the ability to obtain more details from the network in real time. We're then able to provide network operators with more comprehensive fraud-detection capabilities."
Zia said most service operators who install fraud management systems get full payback in less than a year. Compaq has enabled one carrier to realize savings of over $30 million in one year. Once Net-C is in place, users see an immediate return
on investment. Real time detection and blocking of fraudulent calls allow operators to immediately reduce loss due to network abuse. In addition, analyzing the data records is a simple process. As a result, network operators can control and measure the quality of service being offered to their customers and network visitors. Finally, the billing department has easy access to the billing records through Net-C's data collection feature. This allows the billing department to enhance the typical billing process with real-time subscriber information. Other beneficial capabilities include operator call back, an easy-to-use data collection system and real-time fraud control.
