Phil, yes & no. Those who live in Mongolia have a hard and dignified life, not much changed for most who live outside the cities and large towns in the last 100 years.
Everytime I look at pictures of my grandparents when they were at a young age I see none of the modern conviences we all are use to today, and my first reaction is to put myself into the picture. Upon doing so I wonder why they all look ok and living life as if nothing is really wrong. For myself transported back into their time my first very simply concern would be that there is not any indoor plumbing inside the house. For me to imagine that each time nature calls that I have to go outside into an outhouse without any heat in the winter so that my rear end will have to sit upon something below freezing puts an unside down smile onto my face. On top of that imagine after the paper work is completed that you don't have that level to flush it all away never to be seened again, but it will stay when you dropped it.
Now what I spoke of is from actually "been there, done that" because my grandfathers farm was created from scratch by him and existed as such when I lived there. My father did put in the indoor plumbing, but did not obtain permission until later to remove the old time stuff.
To conclude with a "where and what the hell are you talking about Doug?", I will say that those in control of what happens inside Mongolia, both in the government and outside with strong business contacts, need money to keep a continuation of their high, comparied to the average, standard of living. Plus they always have folks on a waiting list that want to join them, and thus the power base will be increased and made larger and stronger.
Its that simple 10% of the population hold 90% of the wealth, or in an extreme case like China, 1% hold 99% of the wealth(aka government persons).
So in conclusion I say that those who decide whats what in Mongolia need the money from the gold inside Bumbat. Add to this that they know that if they ignore the laws of the world community and shaft MGR/TDC, that short term gain will be erased quickly with a longer term lost of outside investment.
So those in control of Mongolia need the gold to continue and expand both their standard of living and power base. Plus they have to mine Bumbat after living up to the laws they told the world community that they will obey.
Conclusion, after price of gold hits $400 the government of Mongolia will do a smoke and mirrors trick and obtain from MAC and the bank control of Bumbat, and thru the hard labor and expense of the middle class the Bumbat mine will be put back into service for production.
MGR/TDC will agree to a new type of business agreement with the country Mongolia that has as display for the world community a compromise that required from both sides to lessen what is required for a settlement.
MGR/TDC will accept less, those inside MAC and the bank will be required to make public their each sacrifice, and Bumbat will be restarted.
This I speculate will happen if gold goes to $400, and I would support this type of settlement. For sure, in my opinion, no person in MAC or the bank or Mongolian citizen connected to the past MGR/MAC conflict will suffer thru power or money lost, and especially none will be punished thru their court system, except in make-believe.
I accept this, that those of MAC, directly or indirectly, are connected to those who control the country Mongolia. This to me is now fact simply because the conflict was never made into a settlement.
