I have never heard about a stock dividend that was not paid to all stockholders. I can see why they might exempt the "illegal" shares out there, but they seem to imply that some legitimate stockholders are not getting the dividend. This simply dilutes their holdings. I'm not sure it's legal to do this.

But a stock dividend, which ostensibly puts more stock out there, would be a very big favor to those who may have a naked short position right now, and appear to be having a difficult time locating stock certificates to continue their short position.

What ever happened to the guy who came on the thread asking to borrow people's stock?
