Disagree!
ARBA and especially CMRC are not a playground comparable to ERP implementations. They focus on reducing cost for procurement. Procurement of goods mainly NOT part of the product delivery cycle (C-goods).

The main targets are
- reducing administration tasks (employ human resources more efficiently)
- reduce maverik buying (The buying of non allowed items, or the buying allowed items at a premium price)
- reduction of inventory

To achieve these goals the main task is to create a catalog with as many supplier as possible. Then provide a system where the catalog can be adjusted to the individual needs of the buyer, equip it with tools like user administration, connect it to the ERP interfaces and provide some workflow functions.

Only the latter will cause switching costs for the buyer. I am convinced that these are (will be) significantly lower compared to ERP.
