I looked at the HTML source of the page, and the "links" work exactly as programmed. They are just all hyperlinks to the current page. It appears as a link because the javascript they have running on the page brings up a brief description of the service named on the left side when the mouse "hovers" over it.

The implementation is technically correct, but the design is questionable, since (as you just proved) people are expecting to go to a new page when they click on one of those links. Of course, the only link that works the way that convention dictates is the new account sign up link.

I have no idea why your browser bombed when you hit your back button. It looks like Citi's server did not find a cookie embedded in your browser where it expected to find one.
