Does he have to be either? Just because he has questioned the current "wisdom"? Said something unpalatable to a few, so start labelling him? Once people start using "Fundamentalist or Reactaionary" along with this person's name, not many moderate people will dare to contradict what the true fundamentalist or reactionary says about this person. Nip the person in the bud before he becomes a thorny issue later, and all that. Labelling and name calling is something expected of true fundamentalists and reactionaries, who cannot tolerate anything that threatens to upset their applecart. Not from reasonable folks.
