Bob, Lgnd wants the cash now in case bad news comes out. By providing an incentive for warrant holders to exercise now they don't have to worry what happens news wise after 13 or 17 Dec (I forget the date). If bad news comes out noone will exercise the warrants and LGND will wind up[ with $0 cash from them.
