New York. Nov. 17 (Bloomberg) -- Qualcomm Inc. Chairman and Chief Executive Irwin Jacobs comments at the Warburg Dillon Read Telecom Conference in New York. Qualcomm, based in San Diego, developed code-division multiple access, or CDMA, the world's No. 2 cell-phone technology after GSM.

''We have, to date, been building phones. We, as you know, have started negotiations to sell that division. Those negotiations are proceeding well.
