I believe that successful projects of this type will rely on vast distributed communites of people who will "vote" or "rate" the sources of "spam", and that you will be able to select the communities that you will use to refuse mail from "spam" (or other) sources. I call this the "delegation of authority" where I will delegate one or more "communities" of people (where I might be a voting member also) to help make decisions for me ... all in my control.
