I think the FCC acted because the RBOCs (i.e. ILECs) were sitting on their hands trying to protect their T1 and FR revenues and not using the copper. So they are responsible for this action because of their greed. The equipment is there. I am very long on PAIR and they have excellent product going begging. They have all flavors of xDSL that operate on a single pair some at great distances from the wire center. The FCC is much more accommodating to AT&T because they are doing something. The ILECs have no one to blame other than themselves.
