Let's take a look at the core of the FCC's decision:

Incumbents are not required to unbundle the lower frequency portion of the loop (voiceband).

This seems to indicate that PacBell doesn't need to share the voice portion of the line where various voice services are available. No big deal to anyone.

Incumbents must share the line with only one requesting carrier.

This one I don't understand. Does it mean that if COVD and RTHM request SBC for the sharing spot on the line, presumably the high end, only one can be accommodated?

Carriers may not request access to just the high frequency portion of a loop if the incumbent is not presently using that loop to provide analog voice service.

Mysterious. This seems to say that if a line is not used by SBC for telephone, then COVD can't use it either for data. Another CLEC who masquerades as both CLEC and ILEC can request the second high speed portion of the line if they are already renting the voice portion from an ILEC.

What is the definition of carrier?
What is the definition of incumbent?

Are they disjoint entities?
