I would suspect it has something to do with the Atmel law suit. All SSTI owns is the "technology know how". If the Atmel suit is correct, SSTI may become a company without a product. From a value prospective the company appears to be extremely undervalued ... P/E = 6.3 P/B = 1.10 P/S = 0.76 However, in SSTI's particular case there seems to be a reason it 'looks' so undervalued ... the numerator in the above ratios is trending toward zero.
