"The technology is in place to do this now and a CDMA link to a car radio would be an important part of it." I saw a report on cable yesterday about a pilot project being run out of Buffalo. It seems about 600 cars are connected by wireless and GPS to the local 911 number. When one of them ran off the road and up an embankment the first thing the dazed driver heard was "Mr Smith, how are you," from his car.
