Defect density is a good place to start speculating. To be effective it would need to be 4x the L1. That would make it 512K. AMD can't seem to manufacture the K63 with only 256K on die L2. The K6-2+ with only 2x the L1 size is a clear giveaway that AMD has to invent a new part rather than scrap all the K63s that can't be made to work with 256K L2s.
