Great analysis. It does look like the FCC will have to define its line sharing more carefully or the courts will overturn it (I expect a legal challenge with the ambiguity issues as the basis.) The Ilecs do stamd to gain, however, as this ruling will make POTS a keeper for while longer. Watch what happens to opening up cable next (IMO).
