he only apologizes for things he is NOT responsible for. Rush has make a prediction I think is right on. He thinks Clinton is going to break the tradition of ex-presidents keeping silent for a few years, not criticizing the new president so as not to interfere with the new guy's implementation of his agenda. He will be bitching and yapping at at the new guy, going around the world apologizing and generally making a pest of himself as soon as the oath is administered. Even if the new guy's a Democrat. His retirement will be no more graceful than his presidency.
