Hello Bux,

There is a fixed set of tests a 'phone must pass, mandated by the standards authority. The mandated tests are usually of the Pass/Fail variety. I'm not sure if the mandated tests carry an 'efficiency' assessment.

There are additional tests that carriers carry out. The carriers tests are geared at assessing the 'phone form a users perspective e.g. does
the 'phone drop calls more frequently than expected etc etc.

I don't belive that CDMA efficiency is going to be as important a factor in ASIC design going forward. Price, power efficiency and ease of use of protocol software will predominate.
