Mr. Mark:

It suddenly dawned on me how the snap restore icon appeared on my Dell's desktop. I had a screen freeze on my new computer, couldn't get rid of it by resorting to Crtl-Alt Del so I turned the machine off. When I rebooted a screen came up stating it is forbidden to shut down the computer by pulling the plug and I had been a very bad boy. Then the message said they would restore the computer to the way it had been. The new icon appeared on the desktop when this restoration process was completed.

Hope this answers the question as to the Snaprestore icon.
