George, To present you have to apply, but I believe that it is relatively easy to just view the public portion, which will be in the morning of Dec 13. I would double check with the liason person, but I think that you can essentially "walk in". Registration may be required, but the meeting is your tax dollars at work. I suspect that if you call the Holiday in at 301-652-2000, they can give you the procedure for viewing the meeting.
