I think your approach is sound. If you are doing it from the options time & sales data then that's exactly what we are building the regional quote display (not really Level II - that's specific to Nasdaq) from - the bids oand offers coming down the T&S. If you find that to be accurate then perhaps our regional display has a bug in it?

An arbitrage application would probably be an interesting thing to build - especially coupled with the Preferred Trade execution engine which lets you route orders directly to the exchnage of your choice. This is not well known, but this presents some very enticing arbitrage opportunities if the quotes displayed are honored in the various option trading pits. I think that's where you'd find the biggest downfall is the actual execution - I don't think the options locals on the various floors are held to their quotes like the Nasdaq market makers are bound to do (such as they are.)
