IBM happens to be the reference here but it could be any of the OEMs affected. They did sell machines with OS/2 as well but if the customer wanted Windows or Linux preinstalled they should not have paid more than the guy buying Windows or Linux on a Dell. We both know it costs nothing to manufacture and ship OEM disks of Windows. What justification could exist for large pricing differences? IBM was certainly a high-volume customer.
