David, you're right, I missed the point. (Why am I not surprised?) After reading your excellent post though, I now understand it perfectly, and it seems almost obvious.

Forget cost: MSFT has been known to give products away to establish market share, e.g., Internet Explorer. However, from your explanation, it appears that the real cost of using WinCE (i.e., system resources, code maintenance, etc.) may be greater than VxWorks, even if MSFT gives it away.
