Brian, i agree. The states will want more than the DOJ and that will make a settlement very difficult.
There is something that could change the minds of the State AGs and that is public opinion polls. So far these are positive for MSFT. After all these guys are politicians in the USA (still find it strange to see elected State AGs).
Their political motives may help and we could see a settlement. The states that do not agree with a settlement could be alienated and won't be liked by Jackson, DOJ, and the remaining states. Their chance of success on their own goes down and their costs may be going up. For that reason, i still hold out hope for a settlement.
