Presently, the pressure (coming from the IP side) on incumbents are rate arbitragers, callback operators and ISP with cheap calls. The incumbent modernize their networks to run them more effectively until the price of a call will go down to level that will reflect the price of carrying that call. Then there will be no more room to go down.
