1 3/4 extra inches of floppy ...

Have you tried your options in Device Manager? Is there an inappropriate device driver being loaded? What happens when you boot into DOS and not Windows? (As opposed to entering MS-DOS mode from Windows.) Does the drive light up or click when you try this stuff, or is it kinda dead? What do you see when you enter BIOS setup? What happens when you cold start with a bootable floppy in the drive?

Maybe one of these questions will help shine some light on the problem. Hope so.

Besta luck, PW.
