Ali - no one doubts that individual Russians have made (and will continue to make) profound contributions to science and technology. As a matter of fact, a Russian named Vladimer Zworykin ( my spelling of his name is probably awful) did make profound contributions (at the old RCA Labs) to the development of television and there are several IEEE awards for innovation in television technology that are named for him. What was being made fun of was the Russian Communist Government of the 1940s, 1950s, 1960s etcetera, that claimed that the Russian Communists has invented everything from swiss cheese to the hula hoop. It was a classic case of a lying boast from someone (in this case an entire government) with an inferiority complex. There is an old folk saying I know, "Don't make yourself so big - you're not so small", that sums up the psychology of folks trying to puff themselves up with overstatements or outright lies. The Russian Communists did, in fact, claim to have invented radio, the telephone and the light bulb. This was a transparent attempt to show that communism was superior to capitalism. Like much of communist dogma, it was poppycock.
