PairGain Applauds FCC 'Line Sharing' Ruling; Users to Benefit from
Available, Affordable Broadband Services

TUSTIN, Calif., Nov 23, 1999 (BUSINESS WIRE) -- PairGain(R)
Technologies, Inc. (Nasdaq:PAIR), a leader in Digital Subscriber Line
(DSL) access systems, today announced its support of the Federal
Communications Commissions (FCC) line sharing ruling which promotes
competition for advanced telecommunication services. The recent ruling,
which is the third in a series of steps the FCC has taken to ensure the
availability of affordable broadband services, will help further speed
the deployment of DSL services and provide users with a range of
benefits they have not been able to realize to date.

The FCCs ruling is a major milestone for the telecommunications
industry as a whole and users will benefit from it the most, said
George Zimmerman, chief scientist and vice president strategic planning
at PairGain. Being able to gain access to DSL more quickly without
having to change your telephone number is a tremendous advantage for
any Internet user.

According to an announcement issued by the FCC on November 18, line
sharing will permit consumers to obtain innovative data services from
either incumbent or competitive carriers, without having to forego the
traditional voice services from their provider of choice. Since line
sharing allows consumers to receive both services from the same line,
it eliminates the need for consumers to procure a second line. This
allows for more efficient use of the existing telephone copper plant
and for the provisioning of more customers with high-speed data
services.

PairGain meets the needs of both Incumbent Local Exchange Carriers
(ILECs) and Competitive Local Exchange Carriers (CLECs) with its wide
range of DSL access products, including the Avidia System integrated
DSL access switch; HiGain Solitaire HDSL2 solutions; and PG-FlexPlus
subscriber carriers products.

This ruling is clearly designed to level the playing field among the
service providers, said Mike Pascoe, president and CEO at PairGain. As
an established player with proven technology, we are committed to
providing both CLECs and ILECs with the robust solutions they need to
deploy DSL services as quickly and as cost-effectively as possible.
