Well I have read that it has now been converted to an ADR (dont ask me what the difference is). I think that they will still be mostly owned by the Indian government even after the offering. cmots.com Goldman Sachs, HSBC Investment Banking and Merrill Lynch have been appointed as joint global coordinators to the issue.
