Very large Q-uestions. There are many here better eQuiped to answer these, but here is the 'nutshell'.

Q gets the royalties on all CDMA patents that they hold, which is just about all. Licenses are issued by agreement to companies who in turn pay Q.
As for China, for me personally, I'm not counting on China until the check clears. (Communist hangover?) It is a huge market, (especially HK), but the deal which is in the article is small relative to the potential. It is a very good start, and hopefully it will grow. Very political. Another gap in the armor is security reasons which could block any deal due to the encoding issues. But if it does take over China, look out! I have no idea how many others have already considered China into the eQuation, but, if they are as cautious as I am, we haven't seen the 'China' effect yet in the price of the stock.
Down the road, there are other CDMA applications which are more beneficial to Q long term than China. Just let your imagination go, and you'll be way ahead of the 'analyst experts'. :O)
