I would like to correct my assumption that ATT might need new spectrum to convert to CDMA. According to Engineer in this post:

the CDMA conversion can be done gradually, by changing one 1.25mhz channel at a time. Of course, if some areas already have capacity constraints these could be made worse until some of the existing subs are using the new CDMA channels.
