AT&T's capacity problems are well documented including the companies own admission, dismissal of ERICY, class action suits etc. I dont understand your skepticism on this point.

At&T's capacity disadvantage is likely to exacerbate with the deployment of 1x and HDR by its rivals. Granted AT&T has no easy solutions. All the choices are tough. Adopting CDMA may be the best for the long term.

AT&T's cost will be far lower than doing CDMA from scratch, because the towers and switches into the wired network are already built.
