Does anyone else find the following statements highly suspicious? Iraq stopping exports for political reasons, yet their storage tanks are empty? I'm no expert (thank God!) but it seems to me that something else is going on here.

New York, Nov. 26 (Bloomberg) -- Iraq resumed pumping crude
oil through a pipeline to the Turkish port of Ceyhan on
Wednesday, but only to refill empty storage tanks, the United
Nations said. Exports from the country still are halted.

The oil tanks have a capacity of 7 1/2 million barrels and
were empty after the completion of loadings under the latest six-
month period of Iraqi exports permitted under a UN accord, UN
spokesman Fred Eckhard said."
