Since SIFY is a foreign based company, shouldn't there be a fifth letter in the ticker symbol. SIFYF? Am I missing something or did they drop the fifth letter from Nasdaq names?

You are missing something. <G>
These conventions come in many
different flavors I guess based on the bank doing the
depository receipts.

SIFY is same flavor convention as ERICY (Ericsson) which is
the convention to have a Y suffix.
Others use no convention at all if they list directly on
the exchange and stop being a depository receipt. Nokia
used to NOKA (the A suffix foreign equity) but became
NOK I guess when it listed directly.
The Brazilian Baby-bras
(12 children of Telebras - TBR) have no suffix.

Not sure how it all works, but having a suffix is
not universal for foreign equities though some (like SIFY)
do and it happens to be of the Y flavor.
