QCharts has charts, quotes, and T&S for OTCBB's, but no L2.

Overall, QCharts is an excellent package, however there have some recent data problems, for whatever reasons, that affect some users more than others. You might want to read some of the older posts to become familiar with those issues.

a reliable data provider with low costs and good-to-excellent reliability.

I'd suggest you try it and see for yourself if it's what you want.
