Manfried, I hope you're right about that but I worry that launch delays will push service launch into 2001 and raise costs. Also, the project's dependency on the Proton, which has been having so many problems recently, raises the risk. One more Proton launch mishap and this project will be thrown way back. The Kazakhstans are not likely to quickly give their permission if a third Proton crashes.
