Win98 shouldn't care about 1MB video cards one way or the other, it's just a matter of getting parameters lined up. Maybe, while in safe mode, you could set your adapter type back to plain old VGA, remove your current video driver and install a newer one from the card manufacturer if available or just re-install the old one. Also make sure monitor type is set properly. Sometimes fooling with BIOS settings (video memory apertures & so forth) can help.

The problem you describe is familiar, I've been through versions of it a million times; I think Windows has a problem with video in general, period.
