I think of two cables running into one house one TV one broadband yes video if poor on broadband but then interactive so what does that mean a third cable coming into the house for the TV digital interactive

Is this sort of a metaphorical example? If not, Digital Cable, Internet, and "Interactive TV" can all be run on the same line.

T is not all to sure if a huge percent of the populace is going to want cable never mind the legality that has hampered them.

The legal argument is about access to T and other's cable lines. It is not about providing "free access" to their lines. In 2002, when @HOME's exclusivity runs out, T can charge AOL and others to use the fiber. Open access does not mean free, T will generate revenue from it.

In Canada, where "open access" is a requirement of any Cable internet provider to retain its licence, the CRTC allows for "reasonable charges" to use the cable co's fiber and network infrastructure.

By the way, even though its mandated by our cable regulatory commission (CRTC), I could not have AOL as my cable ISP if i was willing to pay $1000 a month. More proof that a) currently in practice its not feasible (the CRTC acknowledges this). b) AOL doesn't really want cable access (yet), it just wants to slow cable down.
