Dennis: as you have seen, it is all about money. They can do whatever they want and launch, it just depends on how much money they are willing to spend/save. the Protons have been very reliable rockets as a 'name'. The trouble is that today everyone is changing their rockets to 'upgrade' them. It takes time to work through all the variables that may or may not effect you. Sometimes things dont work right for years and it takes a certain alignment of events to even notice the 'less than optimum' condition. That is just the business.

Having said that, I believe they will have the Proton up and launching by this spring. It is a big money maker for all involved. (unfortunately such a money maker that there is the possibility that things will be rushed.) There are enough other payloads in the que so that the confidence in the Sirrus launch should be as high as normal.

Then again, I thought the Globalstar Zenit launch was a good idea. Being in the business tends to make me confident in the abilities and not so shocked when things dont go right.
